Problems making a static header

I'm trying to make a static header on my scrollers and am having some problems. There seems to be two different answers to this question in the forum, one saying you can do it using skrollr, the other saying it needs to be done within the WP plugin settings. Neither works for me. 

I have managed to get a black bar to stay static on my scroll using the skrollr approach but for some reason about a quarter of it goes missing on the right hand side and the text I have placed within that bar isn't visible at all. I used the same process for both the black bar and the text. 

 

Right now, in my Skrollr, I have the following:

left:-237px;overflow:hidden;width:1424px;height:62px;z-index:11;-o-transform:rotate(0deg);top:-4px;background-color:rgb(0,0, 0);position: fixed; z-index: 1000; width: 100%

I have also tried putting this into the CSS rules in the WP Plugin:

.header {

position: fixed;

top: 0;

z-index: 9999;

background-color: rgba(0, 0, 0, 0.55);

}
